About the position

Duties
The Occupational Health and Safety Analyst provides advice, analysis, and operational support related to workplace health and safety programs and activities. The incumbent supports the identification and assessment of workplace safety issues, contributes to inspections, evaluations, or reviews and assists in the development of recommendations to promote compliance with applicable policies, procedures, and standards.

The position involves analyzing information, preparing written products such as reports, summaries, and briefing material, and supporting program delivery through client service, coordination, and accurate record‑keeping. The work requires collaboration with managers, employees, and stakeholders, balancing operational needs with health and safety requirements in a variety of work environments.

Work environment

Canadian Forces Base (CFB) Suffield is home to the largest military training area in Canada, located in south‑eastern Alberta. While situated near the small community of Suffield, the base offers a unique and close‑knit work environment and supports a wide range of training and operational activities, including the presence of British Army Training Suffield (BATUS).

The nearest urban centre is Medicine Hat, a city of approximately 65,000 residents, located about a 30‑minute commute from the base. Most civilian employees working at CFB Suffield reside in Medicine Hat and are entitled to a monthly commuting allowance, in accordance with applicable policies. Calgary is located approximately 2.5 hours west of CFB Suffield.

The work environment provides the opportunity to support distinct and complex operational activities in a large‑scale training setting, while working in a region known for its open spaces and strong community presence.

Intent of the process
The intent of this process is to fill three (3) indeterminate (permanent) positions: one located in Edmonton (Alberta), one located in Calgary (Alberta) and one located in Suffield (Alberta).

A pool of partially or essentially qualified candidates may be established through this process and used to staff identical or similar positions with various employment tenures (temporary or indeterminate), operational requirements, and conditions of employment at the Department of National Defence.

EDUCATION
EDU1. The minimum standard is:

  • A secondary school diploma or employer-approved alternatives (see Note 1).

Notes:

1. The employer-approved alternatives to a secondary school diploma are:

  • A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
  • An acceptable combination of education, training and/or experience.

Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:

  • Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to

a secondary school diploma; and

  • Candidates who have been appointed or deployed for an indeterminate period to a position in the AS classification.

The opportunity to be assessed by at least one of the two employer-approved alternatives must be offered to candidates who have not previously met the secondary school diploma requirement.

Candidates who were appointed or deployed on an indeterminate basis using an acceptable combination of education, training and/or experience meet the secondary school requirement for the AS classification only and must be reassessed for entry to other classifications on the basis of this alternative.

2. Acceptable experience and/or training in a field relevant to positions in the AS classification is required when the education qualification specified for the position being staffed is a secondary school diploma or approved employer alternatives.

EXPERIENCE
EX1. Experience providing Occupational Health and Safety (OHS) advice and recommendations, including the interpretation and application of Occupational Health and Safety (OHS) legislation, regulations, policies, standards or directives.

EX2. Experience planning, conducting or coordinating Occupational Health and Safety (OHS) activities, such as evaluations, analyses, inspections, or investigations.

EX3. Experience analyzing Occupational Health and Safety (OHS) related information and preparing written products such as reports, briefing notes, recommendations or presentations.

EX4. Experience supporting the delivery of Occupational Health and Safety (OHS) programs or services, including client service, responding to enquiries, coordinating follow‑up actions, and maintaining records or documentation.

ACERT1. Certification or formal training in the delivery of occupational health and safety or hazardous materials training (e.g. WHMIS Train‑the‑Trainer, WHMIS Instructor Training, or equivalent).

ACERT2. Certification in Transportation of Dangerous Goods (TDG), or equivalent.

ACERT3. Completion of Incident Command System (ICS) training, or equivalent.

ACERT4. Certification aligned with NFPA 1072, at the Hazardous Materials Awareness, Operations, or Technician level, or equivalent.

ASSET EXPERIENCE
Asset experience qualifications are intended to capture additional relevant experience.

They are not mandatory to be screened into the process and will not be assessed at the initial screening stage. They may be assessed and, where operationally required, applied at later stages of the process depending on the position being staffed.

AEX1: Experience working with hazardous materials programs or related safety activities

AEX2: Experience delivering or coordinating occupational health and safety (OHS) or related training.

AEX3: Experience managing or coordinating an occupational health and safety (OHS) program, or a specialized safety program*, within a large, complex, or regulated organization.

  • A specialized safety program may include areas such as hazardous materials, radiation safety, radio frequency safety, laser safety, or similar regulated domains.

AEX4: Experience working in operational, industrial, production**, field, emergency response or hazardous environments

** For the purposes of this criterion, “operational” refers to environments where activities, equipment, or conditions require ongoing attention to health and safety considerations beyond a typical office setting.

AEX5: Experience supporting or participating in inspections, audits, investigations, or compliance activities related to occupational health and safety (OHS).

AEX6: Experience using Microsoft Office applications (such as Word, Excel, PowerPoint, Outlook) to support reporting and analysis

AEX7: Experience working or volunteering in a mixed civilian and military environment.
