The Opportunity

The City of St. John's is presently accepting applications for the full time permanent position of Operations Supervisor with the Waste and Recycling Division.

Accountabilities

  • Supervise the day-to-day operations of the City’s curbside collection program and the Robin Hood Bay Regional Waste Management site by effectively coordinating the foreperson resources to ensure fairness and to maximize productivity.
  • Supervise the Waste Diversion Assistants including automated cart inventory management and waste diversion education programs.
  • Assist in the management and administration of contracts for the Division.
  • Participate in all Divisional HR matters including hiring processes, discipline processes and Implementation of the Collective Agreement(s) as it impacts on operations and attempt to resolve conflicts and grievances where matters arise.
  • Recommend, implement and update as necessary Standard Operating Procedures and Safe Work Practices and ensure they are communicated and adhered to routinely.
  • Provide guidance, mentorship, and administrative and technical field experience to Division Forepersons.
  • Respond professionally through written, electronic, and verbal means to the public, City staff and members of Council.
  • Create requisitions for goods and services, verify expenses and invoices for payment.
  • Assist the Manager – Waste and Recycling with recommendations, reports and analysis regarding Divisional performance measures and goals.

The successful applicant will be required to participate in all training programs applicable to this position and other related work. Qualifications

Applicants should possess a degree or diploma in Environmental Science/Engineering, Civil Engineering or related field from a recognized University or College program, or equivalent.

Must be registered or eligible for registration with the Association of Engineering Technicians and Technologists of Newfoundland and Labrador (AETTNL) or Professional Engineers and Geoscientists Newfoundland and Labrador (PEGNL). Certification from the Solid Waste Association North America Management of Landfill Operations (MOLO) will be a requirement upon hiring.

Preference will be given to applicants with 5 years of progressive supervisory management experience within a municipal, unionized environment, along with 5 years of experience in waste management and operations. Applicants must have demonstrated sound judgement and decision-making skills; strong and effective communication skills, both oral and written, utilizing a variety of methods to communicate; demonstrated ability to engage others and obtain results and experience with interpretation of collective agreements.

Must currently have or be capable of obtaining a Class 3 Driver's License with Air Brake Endorsement.

An equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.

Working Conditions

This position involves a combination of office work and field related duties. Some outside duties will involve being located on the active landfilling site and may involve potentially offensive odors and conditions.

Hours of Work

Monday – Friday 8:00am – 4:00pm
