Manager, Compliance

We are recruiting a Manager, Compliance based out of the Winnipeg Airport for a 1 year term position.


What does the Manager, Compliance do?


The Manager, Compliance reports to the Regional Manager, Compliance and is responsible for overseeing day-to-day activities while providing leadership and support to Compliance Officers based out of YWG, YXE, and YQR. This role requires strong interpersonal, critical-thinking, and communication skills, and serves as the local compliance leader:

  • Lead, support, and develop the team of Compliance Officers across assigned airports.
  • Ensure effective implementation of the PASS Quality Assurance Program.
  • Ensure the team remains up to date on relevant information, training and refreshers.
  • Collaborate with senior base leadership to identify and target areas within security screening operations for compliance improvement and operational effectiveness.
  • Assist in the development, tracking, and follow-up of Corrective Action Plans, ensuring goals are measurable and progress is documented.
  • Create and manage audit schedules for team in alignment with the Annual Quality Assurance Plan.
  • Oversee and support the auditing process ensuring records are accurate and complete.
  • Monitor KPIs and support initiatives to address areas performing below target.
  • Perform other duties as assigned.


What you bring to PASS:

  • Bachelor’s degree or diploma in Business Administration, Criminology, Social Sciences, or a related field; Professional Designations in Quality Assurance or Internal Auditing
  • Demonstrated ability to interpret and apply company policies, regulatory requirements, and client SOPs.
  • Experience conducting procedural and administrative audits to assess compliance with regulatory requirements and internal policies.
  • Excellent interpersonal and communication skills, with the ability to coach, influence, and collaborate with cross functional leaders.
  • Exceptional organizational skills, with the ability to prioritize tasks, manage multiple projects simultaneously, and meet deadlines in a fast-paced environment.
  • Strong critical thinking and problem-solving abilities, with a track record of making sound and data informed decisions.
  • Commitment to continuous learning and professional development.
  • High level of organization and attention to detail, with the ability to manage multiple priorities and deadlines.
  • An understanding of collective agreements and experience managing within a unionized workforce.
  • Proficiency in standard office software (e.g., Microsoft Office Suite) and comfort working with data, reports, and KPI dashboards.
  • Ability to acquire Transportation Security Clearance (TSC) and eligibility for Federal Security Clearance
  • No unpardoned criminal background
  • Ability to travel within the region as required
