KWS has been providing programs and services for people impacted by Domestic Abuse since 1980. Our programs include emergency and second-stage housing, PEACE program, community-based victim services, sexualized assault services, education and prevention initiatives, a 24/7 support line, and a community thrift store. We are committed to fostering safety, choice, and inclusion, and believe in building a community free from abuse and sexualized violence through education, support, and strong partnerships.
Summary:
The Community Programs Manager provides strategic, operational, and people leadership for a portfolio of communitybased and prevention and public education programs addressing gender-based violence, family violence, sexualized violence, trauma, and power-based crimes.
The Programs Manager is accountable for program design, implementation, evaluation, risk management, partnerships, funding compliance, and team leadership in alignment with provincial service standards, funding agreements, traumainformed, inclusive, and culturally safe practices, and organizational goals.
Key Responsibilities:
Program Leadership & Strategy
- Provide strategic and operational oversight for community programs, prevention initiatives, and public education activities.
- Translate provincial funding agreements and service standards into cohesive, participantcentered programs.
- Lead program planning, innovation, and continuous improvement across diverse service models.
- Ensure coordination across programs operating in shared service areas, including justiceadjacent and policepartnered models.
Program Oversight & Accountability
- Oversee compliance with funding agreement service contracts, deliverables, reporting requirements, and service standards.
- Ensure timely, accurate submission of statistical, financial, and narrative reports.
- Prepare for and participate in program reviews, audits, and inspections.
- Act as a senior organizational contact with provincial funders.
Operations & Risk Management
- Provide oversight of programs operating in 24hour or crisisresponse environments.
- Ensure strong systems for safety planning, critical incident response, and service continuity.
- Identify and mitigate operational, contractual, and organizational risks.
Partnerships & Community Engagement
- Build and maintain collaborative relationships with police, health services, Indigenous organizations, justice partners, and community agencies.
- Represent the organization at community tables, crosssector initiatives, and systemlevel planning forums.
- Support culturally responsive and communityinformed approaches to service delivery.
Financial Management
- Oversee program budgets, expenditures, and funding compliance in collaboration with senior leadership and finance.
- Monitor expenditures to ensure alignment with approved budgets and funding conditions.
- Support funding applications, renewals, and sustainability planning.
People Leadership & Team Development
- Provide supervision, coaching, and mentorship to program supervisors and managers.
- Foster a traumainformed, respectful, and accountable workplace culture.
- Support recruitment, onboarding, performance management, and professional development.
- Promote team member wellness and reflective practice in highintensity service settings.
Requirements:
- Bachelor’s degree in Social Work, Human Services, Public Administration, or a related field; equivalent experience may be considered.
- Minimum 5–7 years of progressive leadership experience in community based human services, victim services, gender-based violence sector, public education or related sectors.
- Demonstrated experience managing provincially funded programs and complex service contracts.
- Demonstrated knowledge and experience of the criminal and family justice, health and child welfare systems, and dynamics of power-based crimes and violence.
- Working knowledge of relevant legislation including Victims of Crime Act, Child, Family, Community Services Act, Personal Information Privacy Act, and Infants Act.
- Strong understanding of trauma informed practice, violence dynamics, and culturally safe service delivery.
- Experience leading multi disciplinary teams and inter agency partnerships.
- Experience working with police-partnered or justice-system adjacent programs
- Demonstrated ability to manage budgets, reporting, and compliance.
- Strong data literacy and program evaluation skills
- Computer Proficiency, must possess excellent computer skills, including proficiency in Microsoft Office and client management and database systems
- Demonstrated experience in the development and delivery of public education and community presentations, including participation and representation on community tables.
- Knowledge of BC victim services, sexual assault services, and violence prevention frameworks an asset.
- Knowledge of, or experience with, Response Based Practice an asset.
Additional Requirements:
- Intermediate First Aid;
- A Criminal Records Check for working with vulnerable people is required, enhanced clearance may be required;
- A valid Class 5 Driver’s license and availability of personal vehicle for work purposes is required.
Location:
This role is based in the Central Okanagan which includes work at KWS locations and community based settings, as guided by program needs, operational requirements, and participant priorities.
Hours of Work:
- 37.5 hours work week, typically from Monday to Friday.
- Evenings & weekends may be required for program and operational needs.
- Oncall rotation and occasional shift coverage as required
Pay: $83,460- $90,255
