This position is located in the People and Workplace Strategies Branch. Reporting to the Director, Strategic Human Resources, the position is integral to developing and implementing robust strategic human resources (HR) strategies that are aligned with ministry business priorities, goals and employee engagement.

The Strategic Human Resource Consultant (SHR Consultant) provides strategic advice and consultation on the development and implementation of the Ministry’s Workforce Plan strategies and programs (includes analysis, reporting and communication). The position will lead the development and implementation of corporate and/or ministry-wide programs, services and initiatives related to organizational development, workplace culture, workforce planning, employee engagement, succession management, performance management and leadership development. In this role you will act as a subject matter specialist to provide workforce and human resources recommendations and strategies to internal clients and partner with internal and external clients and partners.

Job Requirements:

Bachelor’s degree or higher in a related field such as human resources, public administration, business administration, social sciences or humanities and a minimum of two years’ experience in each of the following:

Experience leading the design, development, implementation and evaluation of programs or projects.

Experience providing human resources advice and coaching to clients and management. (Human resources advice may include learning development, leadership development; workforce planning; organizational design; workplace culture assessment and strategy development; management compensation analysis; recruitment; succession planning; and performance management strategies.)

Experience conducting research, analyzing data from multiple data sources, and developing reports to make recommendations in support of programs and/or initiatives.

Experience developing and delivering presentations to groups.

Experience developing, implementing, and administering learning and development and leadership development plans, programs, and initiatives.

An equivalent combination of education and experience may be considered.

Preference may be given to applicants with one or more of the following:

Experience providing advice and guidance conducting workforce planning, including analyzing workforce and work environment issues and trends.

Experience leading organizational design projects and managing change initiatives either as a change management practitioner or an HR business partner.

Experience providing strategic recruitment support and hiring process advice/guidance.

A professional human resource and/or coaching designation, e.g., CPHR, ACC, PCC, etc.

Certification and experience administering and coaching clients and teams using various psychometric assessment tools, such as MBTI or The Leadership Circle Profile 360.
