VICE PRESIDENT OF CONSTRUCTION/OPERATIONS
Position Overview
The VP of Operations/Construction is a senior executive responsible for overseeing and optimizing all operational functions of the company. Reporting directly to the company President, this position will play a critical role in day-to-day decision-making, strategic planning, and execution across all civil construction divisions.
This position requires a hands-on leader with deep understanding of civil construction operations, project delivery, financial performance, and business development. The VPO will mentor and develop project managers and operational leaders while acting as a high-level liaison with private clients, municipalities, and government agencies.
This role includes a combination of office-based leadership and frequent on-site presence. The VPO must be comfortable working extended hours, including evenings and weekends, particularly during peak construction seasons and critical project phases.
Key Responsibilities
Operational Leadership
- Provide executive oversight of all construction divisions, including paving, underground services, and maintenance operations
- Enforce operational standards, workflows, and performance metrics
- Support daily operational decision-making
- Ensure job accountability to managers, superintendents, and crew leads
- Promote a culture of innovation, continuous improvement, and Lean thinking across all operations
- Ensure operational standards, processes, and best practices are consistently achieved across all divisions to drive efficiency, quality, and execution excellence
Strategic Planning & Growth
- Translate company vision and strategy into actionable operational plans
- Identify opportunities to expand market presence and strengthen competitive positioning
- Support long-range planning related to equipment, staffing, and infrastructure
- Contribute to business development initiatives and key client relationships
Financial & P&L Accountability
- Understand project and divisional profitability by monitoring costs, margins, and productivity
- Work closely with finance and estimating teams to establish workloads, labor needs, and equipment utilization
Field Operations Oversight
- Maintain an active presence in the field through regular job-site visits and inspections
- Review project progress, schedule adherence, safety practices, and workmanship
- Support superintendents and field teams by addressing logistical or operational issues
- Ensure field execution aligns with company standards and client expectations
- Act as a senior liaison with municipalities, developers, and industry partners
- Deliver elevated client care and maintain strong, long-term relationships with clients, consultants, and key stakeholders
Planning, Scheduling & Controls
- Oversee project scheduling processes and ensure alignment with contractual milestones
- Chair key project meetings, ensuring agendas, minutes, and follow-up actions are executed
- Ensure consistent tracking and reporting of project progress, risks, and performance
Estimating & Preconstruction
- Assist with bidding process, estimating, and risk assessment
- Participate in contract negotiations and job-start planning
- Ensure smooth handoffs from estimating to operations and field teams
- Partner with estimating and business development teams to pursue and secure new work
- Support bid strategy, risk analysis, and contract negotiations
- Strengthen market presence by maintaining relationships within the construction and engineering community
Safety, Compliance & Risk Management
- Enforce strict HSE standards across all operations as it relates to company policies
- Promote a strong safety culture through leadership, accountability, and continuous improvement
- Mitigate operational and contractual risks through proactive planning and oversight
People & Team Leadership
- Recruit, onboard, support and develop project managers, superintendents, and operational personnel
- Foster a culture of collaborative, accountability, teamwork, and continuous improvement to create a high-performance work environment
- Address performance challenges promptly and constructively
Equipment & Asset Management
- Assist and manage capital expenditure planning
- Optimize equipment allocation and utilization across projects
- Ensure preventive maintenance programs are followed to reduce downtime
- Balance operational needs with long-term asset planning
Qualifications & Requirements
- Bachelor’s degree or diploma in relevant construction discipline and/or Operations Management, Business Administration, or a related/equivalent field
- 10+ years leadership experience in the civil construction industry, preferably in a senior operational role
- Excellent communication, interpersonal, and organizational skills with the ability to influence at all levels
- Ability to make informed decisions in complex, ambiguous, and high-risk environments
- Proactive approach to conflict prevention and resolution across projects and teams; Strong risk identification, assessment, and mitigation capabilities
- Demonstrated success leading and improving complex construction operations
- Solid understanding of supply chain management, procurement, logistics, and equipment-intensive operations
- Familiarity with relevant construction regulations, safety standards, and compliance requirements
- Proven ability to lead teams, influence stakeholders, and operate under tight deadlines
