Emergency Management Climate Readiness (EMCR) is the lead coordinating agency in the provincial government for all emergency management activities. EMCR works directly with local governments, Indigenous Nations, provincial ministries and agencies, federal departments, other jurisdictions, industry and volunteers in hazard mitigation, preparedness, response, and recovery.

The Provincial Response Head is accountable for supervision and professional oversight within the EMCR Provincial Response Operations Branch, including managing staff and financial resources, managing partner relationships, applying legislation, policies and professional standards in a consistent manner, participating in provincial policy development, and overseeing program delivery and professional projects.

Job Requirements:

Education and Experience:

A graduate degree in emergency management or a related field plus three (3) years related experience* OR;

An undergraduate degree in emergency management or a related field plus four (4) years related experience* OR;

A diploma or certificate in emergency management or a related field plus five (5) years related experience* OR;

An equivalent combination of related experience* and education may be considered.

*Related experience must include the following

Experience assessing natural and/or human-caused emergency hazards and events and determining appropriate response actions to address their potential consequence impacts.

Preference may be given to applicants with any of the following:

Minimum four (4) years of experience leading emergency management response activities in a provincial level operations centre or similar command and control environment.

Minimum three (3) years of experience supervising, coaching, and mentoring staff.

Experience providing notifications and/or briefings to senior government officials.

Experience interpreting and applying emergency management legislation and policy.

Experience working with multiple levels of government (e.g., First Nations, local, provincial, federal).

Experience leading the operational use of intrusive emergency alerting systems.

Applicants must be willing and able to:

Work 24/7 shifts on a rotating basis as and when required, including holidays, weekends, early mornings, evenings and nights to maintain EMCR operational requirements.

Work overtime and/or be placed on standby with limited notice year-round, including on holidays, weekends, early mornings, evenings and nights.

Be flexible regarding changes in responsibilities, assignments, shift patterns and corporate structures.

Work at an EMCR office or remotely as needed to maintain EMCR operational requirements.

Travel throughout the province and, during emergency events, be deployed for up to 14 days to emergency operations centres, including the EMCR Provincial Emergency Coordination Centre (PECC) and Provincial Regional Emergency Operations Centres (PREOCs).

Possess and maintain a valid Class 5 BC Drivers Licence (or equivalent).
