We are currently seeking a qualified Site Safety and Health Officer to support disaster recovery operations in the Mariana Islands following typhoon/hurricane impacts. This is a field-based, boots-on-the-ground deployment role requiring strong safety knowledge, adaptability, and the ability to operate in remote and austere conditions.

Position Summary

The Site Safety and Health Officer will be responsible for supporting, monitoring, and promoting safe field operations in a disaster-impacted environment. This role will help ensure crews are working safely, following required safety procedures, identifying hazards, and maintaining compliance with applicable safety and health standards, including EM 385-1-1 requirements.

The ideal candidate has prior experience in disaster response, construction, field safety, emergency operations, or remote deployments and is comfortable working long hours in extreme tropical conditions.

Key Responsibilities

The Site Safety and Health Officer will be expected to:

  • Monitor daily field operations for safety and health compliance.
  • Support implementation of site safety procedures, briefings, and field safety expectations.
  • Conduct safety inspections of work areas, tools, equipment, and field conditions.
  • Identify, document, and communicate hazards, unsafe behaviors, and corrective actions.
  • Assist with Job Hazard Analyses, Activity Hazard Analyses, safety briefings, toolbox talks, and incident documentation.
  • Promote safe work practices in high-heat, humid, remote, and disaster-impacted environments.
  • Ensure workers are using appropriate PPE and following site-specific safety requirements.
  • Communicate safety concerns clearly to field leadership and operational teams.
  • Support compliance with EM 385-1-1, OSHA standards, and other applicable project safety and health requirements.
  • Respond quickly and professionally to changing field conditions, operational needs, and emergency situations.
  • Perform other duties as assigned in support of disaster recovery operations.

Required Qualifications

Qualified candidates must have:

  • EM 385-1-1 Certification required.
  • OSHA 30 Certification required.
  • Prior experience as a Site Safety and Health Officer, SSHO, Site Safety Officer, Safety Officer, HSE Officer, or Construction Safety Representative.
  • Experience in disaster response, debris operations, emergency management, construction, utilities, environmental work, or remote field operations.
  • Ability to deploy for up to 60 days / 8 weeks.
  • Valid U.S. Passport.
  • Ability to travel internationally, including travel that may exceed 40+ hours.
  • Ability to bring and maintain required personal tools.
  • Fluency in English, both written and spoken.
  • Ability to work 12+ hour shifts in physically demanding field conditions.
  • Ability to work independently and as part of a mission-focused team.

Preferred Qualifications

Preferred candidates may also have:

  • Experience working in extreme environments, including tropical, austere, post-disaster, or infrastructure-damaged areas.
  • Up-to-date Tetanus vaccination, strongly suggested.
  • Hepatitis A and B vaccinations, strongly suggested.

Work Environment and Conditions

This position will be deployed to a typhoon/hurricane-impacted region in the Mariana Islands. Candidates should be prepared for challenging field conditions, including:

  • High heat and humidity.
  • Tropical weather conditions.
  • Exposure to insects, wildlife, debris, and environmental hazards.
  • Remote and austere living and working conditions.
  • Extended work hours and limited downtime.
  • Physically demanding field operations.
  • Rapidly changing operational priorities.
  • International travel and prolonged transit times.

Physical Requirements

Candidates must be able to:

  • Lift, carry, push, and pull 50+ pounds.
  • Stand, walk, bend, reach, climb, and perform manual labor for extended periods.
  • Work outdoors in extreme heat, humidity, and tropical conditions.
  • Safely navigate uneven terrain, debris-impacted areas, and active work zones.
  • Wear required PPE for extended periods.
  • Work 12+ hour shifts as operational needs require.
