Main Purpose and Function

Project Facilitator – Subdivision performs complex technical work that requires the exercise of broad and independent judgement in decision making to ensure land and air space subdivision is undertaken in compliance with applicable Provincial legislation and Municipal by-laws. This position represents Development Buildings and Licensing as the Subdivision approving officer at Council and presents on complex strata applications and amendments to the Subdivision By-law, and responds to all Council enquiries. The position facilitates conflict resolution and negotiations between internal and external stakeholders in the interpretation and application of the legislation, by-law and related guidelines policies and procedures, to ensure outcomes are defensible and in conformance with the regulatory framework and established standards.

Key Contacts and Reporting Relationships

The position reports to the Director, Development Services and has significant interactions with employees from Legal Services, Engineering, and other divisions of DBL. Additionally, the position has regular interactions with other cities and municipalities and members of the public to discuss policy and procedural advice related to the work.

Specific Duties/Responsibilities

Performs complex policy, professional and technical work on subdivision and strata applications and makes decisions on approval or refusal of applications, with full signing authority as a Deputy Approving Officer appointed by Council.

Performs analysis to ensure that applications meet and include consideration of a broad range of municipal by-laws and provincial legislation, including: Subdivision By-law, Zoning and Development By-law, Vancouver Building By-law, Official Development Plans, Council approved policies and guidelines; Provincial Land Title Act, Strata Property Act and Environmental Management Act.

Initiates and prepares amendments to the Subdivision By-law and various strata policies for approval by Council.

Reviews draft by-law amendments to other City by-laws and policies prepared by other departments, such as the Zoning and Development By-law and various land use policies, to ensure consistency and compliance with applicable subdivision and strata legislation.

Participates in meetings with various City departments to provide policy and procedural advice on various major projects, including those involving development of City-owned land.

Meets with applicants and/or their legal counsel to inform and provide direction on processes and procedures and identify potential obstacles early in the process. Manages the process …
