Purpose Statement
The Project Engineer III is responsible for managing a wide range of municipal design and construction projects, including transportation systems, water and sewer infrastructure, electrical networks, dikes, parks, solid waste facilities, and other civic assets. This senior‑level role leads the full lifecycle of infrastructure project delivery—from planning and design through construction and close‑out. The position is also responsible for reviewing and providing technical input on land development applications to ensure compliance with municipal bylaws, engineering standards and servicing requirements.

Duties and Responsibilities
- Manages medium to large‑scale projects or individual phases of complex infrastructure initiatives, including defining project requirements, developing charters, scopes, budgets, schedules, and establishing project teams.
- Applies established project management methodologies to ensure adherence to safety, quality, and performance standards; monitors and reports on key performance indicators.
- Provides leadership and technical oversight to project teams, including scheduling, task assignment, and reviewing progress to ensure project success.
- Reviews designs and technical documents to identify issues, provide constructive feedback, and propose alternatives.
- Conducts field inspections to monitor construction activities and address non‑conformances.
- Tracks project performance against plans, budgets, and timelines; assesses variances and implements corrective actions as needed to stay within scope and objectives.
- Collaborates with internal departments to ensure coordinated, consistent project delivery.
- Communicates regularly with stakeholders and management through both formal and informal updates; leads project close‑out reviews with Engineering Leadership to confirm completion and satisfaction.
- Reviews and provides technical advice on complex subdivision applications, building permits, and development permits to ensure compliance with engineering standards, municipal bylaws, and servicing requirements.
- Promotes continuous improvement by identifying opportunities to enhance services, processes, and overall organizational value.
- Fosters a culture of learning and collaboration by sharing knowledge and lessons learned to improve team effectiveness.
- Acts as mentor and provides support or guidance to department staff in the absence of management.
- Performs other related duties as required.
Knowledge, Skills, and Abilities
- Extensive knowledge of project management methodologies, standards, and policies, with proven experience across all phases of the project lifecycle—from concept and feasibility through implementation and close‑out.
- Strong understanding of financial project management, including the ability to develop and manage budgets, review cost estimates, and monitor expenditures and variances.
- Solid knowledge of relevant regulations, codes, and safety standards governing design and construction, with a strong understanding of risk management principles related to technical, public interest, and public safety concerns.
- Familiarity with MMCD standards, contracts, and procurement best practices.
- Demonstrated ability to integrate sustainable design principles and practices into infrastructure projects.
- Skilled in analyzing complex information, identifying risks and issues, providing recommendations, and supporting sound decision‑making.
- Ability to anticipate construction challenges through a deep understanding of design, sequencing, and construction methods.
- Committed to quality management, ensuring adherence to best practices throughout project delivery.
- Strong interpersonal and relationship‑building skills with the ability to collaborate effectively with internal departments, external agencies, consultants, and contractors.
