The Project Director will provide senior leadership and oversight across multiple provincial eHealth modernization initiatives.
This role is responsible for strategic portfolio integration, vendor and contract management, stakeholder engagement, and governance oversight within a complex healthcare environment.
The ideal candidate will bring deep experience in enterprise-scale health IT transformation, clinical systems integration, and multi-vendor solution delivery within provincial or national health systems.
Responsibilities:
Portfolio and Program Leadership:
Provide executive oversight and integration across major eHealth initiatives including CII/CPAR, Electronic Referral Solution (ERS), Provincial EMR Strategy and Integration, and EHR Viewer or Clinical Document Repository modernization.
Develop and maintain coordinated portfolio plans, roadmaps, dependencies, and cross-workstream alignment.
Ensure clinical, business, and technical deliverables align with provincial digital health strategies.
Oversee additional eHealth modernization workstreams as identified.
Strategic Development and Analysis:
Provide strategic guidance on policy, investment, and program direction related to digital health transformation.
Support development of Statements of Work, contract language, SLAs, pricing models, and procurement documentation.
Ensure solution designs and workflows promote interoperability, data quality, clinical utility, and user adoption.
Vendor and Contract Management:
Manage relationships with EMR vendors, technology suppliers, and shared services partners.
Oversee contract performance, amendments, compliance, and deliverable management.
Monitor vendor progress, mitigate risks, escalate issues, and ensure timely resolution.
Stakeholder Engagement:
Lead engagement with clinicians, professional associations, provincial stakeholders, and regulatory bodies.
Facilitate steering committees, working groups, and multi-stakeholder governance forums.
Provide leadership in change management, communications planning, and adoption strategies.
Governance, Reporting, and Oversight:
Prepare executive briefings, governance materials, project artifacts, and status updates.
Report on risks, mitigation strategies, resource allocation, and interdependencies.
Ensure alignment with provincial enterprise architecture, IMT standards, and governance frameworks.
Mandatory Training Requirements:
Complete all required provincial training including Freedom of Information and Protection of Privacy Act compliance, Security and Cybersecurity training, Information Management, and Respect in the Workplace training.
Work Location and Equipment:
Primarily remote with occasional in-office meetings upon reasonable notice.
The Province will provide a laptop and necessary system access credentials.
Must Have
Qualifications:
Minimum 10 years of experience leading negotiation, development, and management of complex, multi-vendor IT solutions at enterprise scale with contract accountability of $500,000 or greater.
Minimum 8 years of experience in roles requiring knowledge of clinical and technological aspects of primary healthcare systems.
Minimum 8 years of strategic planning experience for enterprise-scale health information technology systems.
Minimum 6 years of experience integrating clinical applications using recognized interoperability standards within the Canadian eHealth environment.
Minimum 10 years of senior leadership experience partnering with executive teams to define, approve, govern, and resource multi-year initiatives.
Nice to Have
Qualifications:
Experience applying clinical concepts and care processes to enterprise clinical information system design and evaluation.
Experience overseeing portfolio governance and developing portfolio management processes for large healthcare initiatives.
Experience leading multiple large-scale healthcare portfolios within complex health systems.
Experience with healthcare interoperability standards such as HL7 and FHIR in enterprise clinical system integration.
Experience working with provincial health ministries, health authorities, or comparable public-sector healthcare organizations.
Education and Certification:
Bachelor’s Degree in Health Informatics, Information Technology, Healthcare Administration, or related field required.
Master’s Degree preferred.
Relevant project management or health informatics certifications are considered an asset.
