This is an exciting time to join the Toronto Emergency Management (TEM) Division in the position of

Project Director

. TEM leads the proactive emergency planning and risk mitigation efforts during periods of normal operations, as well as coordinating the City’s response during times of emergency.

Reporting to the Executive Director of Toronto Emergency Management, the Project Director will provide strategic direction, leadership and operational support in the planning, design and delivery of high profile emergency management projects which have a significant impact on the City of Toronto. The Project Director will lead the implementation and coordination of major projects through a public safety lens with strategic oversight for risk identification, stakeholder engagement, operational plans, training & exercising.

The responsibilities of this position will include being the TEM lead on the 2026 FIFA World Cup for the games in Toronto. Working collaboratively with City partners and public and private stakeholders the Project Director will provide leadership in the development of plans, exercises, and incident monitoring to ensure the safe delivery of the games.

Major Responsibilities

Designs, implements and evaluates the division’s strategic improvements to planning, preparing, and delivering major projects.

Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs.

Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides program management staff with recommendations, direction and guidance, processes and tools to increase efficiencies and improve effectiveness.

Directs, through staff, all activities of the section, delegating management responsibility.

Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

Provides input to the unit’s annual budget for the section, and ensures that the section’s expenditures are controlled and maintained within approved budget limitations.

Works with senior staff to identify, address and ensure timely response to resolve ongoing and emerging issues, complaints and customer service deficiencies facing the Division and its operations. Represents the Division Head when liaising with Members of Council and their staff, and with senior City staff and the public.

Builds collaborative relationships with City stakeholders and public & private sector partners to enable delivery of the emergency management program.

Establishes strong communication with divisional management to ensure effective program oversight.
