Salary: As per the C.U.P.E. Collective Agreement: Plan Examiner 1: $1,983.90 – $2,456.48 bi-weekly; Plan Examiner 2: $2,419.05 – $2,985.21 bi-weekly

Job Profile

Under The General Supervision Of The Senior Plan Examiner The Plan Examiner 1/2 Will Provide Such Functions Individually Or In Combination

  • Screen plans for all building types (other than housing)
  • Examine plans (including specifications) for dwellings
  • Examine plans (including specifications) for small buildings
  • PLAN EXAMINER 1: Examine plans (including specifications) for less complex projects, to ensure compliance with the requirements of the various applicable by-laws, codes and regulations.
  • PLAN EXAMINER 2: Examine plans (including specifications) for complex systems in larger buildings, to ensure compliance with the various applicable by-laws, codes and regulations

As The Plan Examiner 1/2, You Will

  • PLAN EXAMINER 1: Examine and check plans and specifications of (a) dwellings, (b) small buildings and less complex projects, for compliance with various by-laws, codes and regulations and (c) screens plans (other than housing) for permit submissions.
  • PLAN EXAMINER 2: Examine and check plans and specifications of a) dwellings, b) small buildings and complex systems in larger buildings for compliance with various by-laws/codes/regulations and c) screens plans (other than housing) for permit submissions.
  • Prepare written reports and correspondence as required to convey information to designers, inspectors and others.
  • Discuss plans with inspection staff and may perform inspections of installations with inspectors to ensure compliance.
  • Organize and carry out assigned projects requiring coordination of plan examination functions with other Branches of the Division and with other areas of Plan Examination.
  • Deal with architects and professional engineers, contractors, trades people, and the general public in matters related to the activities of the Branch.
  • May participate in the development of, and amendments to codes and by-laws on a local, provincial and national level.
  • Liaise with other City Departments and external authorities such as the Office of the Fire Commissioner, Department of Labour and other similar agencies.
  • Provide direction to Permit Technicians and other staff in processing of permit applications and plan screening.
  • PLAN EXAMINER 2: May be required to supervise and provide training and development to Plan Examiners of lower classifications.
  • PLAN EXAMINER 2: Evaluate new construction techniques, materials and technology to ensure they comply with the requirements of the by-laws, codes and other regulations.
  • Perform other duties as assigned, including acting as a Permit Technician.

Your Education And Qualifications Include

  • PLAN EXAMINER 1: Must hold a diploma in Civil Engineering Technology (specialization stipulated as architectural/structural) or equivalent and two (2) years’ prior related work experience in Architectural or structural drafting or design, project coordination or trade experience in residential, including experience in applying National Building Code required. Experience with Manitoba Building Code is considered an asset.
  • PLAN EXAMINER 2: Must hold a diploma in Engineering Technology (specialization stipulated as architectural/structural) or equivalent and four (4) years’ prior related work experience in Architectural or structural drafting or design, project coordination or trade experience in residential experience in applying National Building Code required. Experience with Manitoba Building Code an asset.
  • Thorough knowledge of construction methods, materials and principles in a specialization as stipulated by the Department
  • Good working knowledge of all required codes, by-laws and regulations.
  • PLAN EXAMINER 2: Thorough knowledge of all required by-laws, codes and regulations and a knowledge of the Manitoba Building Code and other building regulations.
  • Demonstrated ability to read and interpret plans, blueprints and construction drawings.
  • Demonstrated ability to establish and maintain effective working relationships and to interact effectively with staff and general public.
  • Demonstrated ability to interpret by-laws and convey this information to others.
  • Demonstrated ability to prepare concise and accurate reports and correspondence.
  • PLAN EXAMINER 2: Ability to supervise and train subordinate staff.
  • Demonstrated ability to organize and carry out assigned plan examination projects, prioritize workloads, meet deadlines, and work under pressure.
  • Demonstrated ability to effectively use software tools such as Word and Amanda.
  • Demonstrated ability to be a positive and constructive member of a team and to work independently.

Conditions Of Employment

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
  • Must possess and maintain a Certified Engineering Technologist designation.

Position Reports To: Supervisor of Permit Intake and Issuance

  • If and when this temporary position becomes permanent, the successful applicant to this bulletin will automatically receive this position and a further bulletin will not be necessary,
  • Classification commensurate with experience. Progression from Level 1 to Level 2 will be contingent upon completion of the appropriate work experience.
  • An eligibility list may be established to fill current and future permanent and temporary positions and will remain in effect for 12 months.
