The Opportunity
Join our dynamic Public Works team at the City of St. John’s as we seek a dedicated and skilled Operations Supervisor for our Parks and Open Spaces Division.
The Operations Supervisor helps manage the care and upkeep of the City’s parks, playgrounds, sports fields, trails, and urban forest. This role supports safe, clean, and accessible outdoor areas for residents. In summer, you will lead and supervise teams responsible for parks, playgrounds, horticulture, and the urban forest. In winter, you will help support snow and ice control. It is a full‑time, permanent position reporting to the Manager of Parks.
Accountabilities
- Supervise Parks Forepersons in the upkeep of parks, playgrounds, sports facilities, and the urban forest.
- Guide and support staff, ensure work is safe, efficient, and follows industry best standards.
- Help plan and coordinate staff, equipment and resources.
- Apply effective conflict management techniques to address workplace issues and maintain a respectful, productive environment
- Develop and implement effective maintenance strategies for parks assets.
- Prepare reports and procedures and suggest improvements.
- Prepare cost estimates and review feasibility studies.
- Develop, monitor, and manage the Division's operational and capital budgets.
- Provide subject matter expertise, information, and advice to Council, peers, and the public.
- Participate in committees and provide input, guidance, and recommendations.
- Review development plans to ensure they follow City policy.
- Respond to emergency callouts at any time in accordance with City or Division procedures.
- Work extended shifts when required and assist with tasks to support the team.
- Perform other duties as needed.

Qualifications
- University degree or diploma in Horticulture, Arboriculture, Environmental Science, Parks Management, or a related field.
- Five years of progressive management experience in Public Works operations and maintenance in a unionized environment.
- Strong leadership, communication, and project management skills.
- Knowledge of municipal operations, budgeting, and asset management.
- Knowledge of horticulture, arboriculture, playground and sport field maintenance, snow clearing, and safety standards.
- Ability to build and maintain strong relationships.
- Excellent verbal and written communication, public relations, interpersonal skills.
- Ability to prioritize, handle multiple tasks, work under pressure, and meet deadlines.
- Customer-service orientation and community engagement mindset.
- Commitment to health & safety, environmental stewardship and quality service delivery.
- Valid driver’s license and willingness to work flexible hours.
Any equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
Hours of Work
Monday – Friday 8am – 4pm
