Position SummaryReporting to the Senior Manager, Housing Services, the Manager, Rooming House Project will effectively manage the Rooming House day-to-day operations and develop and implement strategic initiatives that build community. The Manager, Rooming House Project will also manage relationships and partnerships with Toronto Community Housing Corporation (TCHC), neighborhood groups and community members.

Duties And ResponsibilitiesNature and Scope

Develop and manage partnerships that provide opportunities for tenants.

Support community development opportunities and community building in the downtown east, specifically in the Cabbagetown neighbourhood, and scattered units in the downtown west where Rooming Houses are located.

Develop and implement the departments’ annual operational plans and budgets that are aligned with the organization’s strategic plan.

Ensure that accurate and timely program records, budgets, statistics, and reports are maintained pertaining to Community Development.

Maintain strong, positive, and effective communications while working cross-functionally across departments.

Participate in planning and evaluating provided services and the collection of data.

Operations and Staff Supervision and Support

Oversee programs and operations, assisting staff in problem-solving and program development and identifying opportunities for supportive programs when necessary.

Supervise community development staff and provide supervision and support to food and peer programming in the Housing Services department.

Support the development of programs for rooming house tenants and community members in the downtown east to access food, volunteering, employment, and other opportunities.

Support the working relationship, with the City of Toronto’s Coordinated Access Program for new intakes and referrals to TCHC rooming house units and other TCHC units in the portfolio, in collaboration with Manager, Comprehensive Intake and Care.

Support vacancy management in the rooming house portfolio, including notifying Coordinated Access of new vacancies and passing on new referrals for vacancies to the Manager of Intake and Comprehensive Care.

Attend meetings and forums in the Housing Sector, building effective networks and staying engaged with Toronto’s Housing Strategy.

Supervise staff training and performance goals, providing support and guidance in the performance of their duties.

Identify performance gaps and recommend training and development opportunities in collaboration with People and Culture.

Support and mediate conflicts in accordance with the grievance procedure set out within the Collective Agreement.

Coordinate employee performance and appraisal programs in conjunction with Dixon Hall’s established calendar and in collaboration with the People and Culture Manager.

Implement and support strategic initiatives and changes within the Housing Support Services department and cross-functionally within Dixon Hall.

Strategic Planning and Relationship Building

Participate in strategic planning meetings for the Rooming House Project and where applicable in the downtown east.

Develop new and maintain current partnerships with community partners, businesses, and stakeholders.
