Job Summary
The Manager of Mobile Licensing is responsible for leading Mobile Licensing supervisors, administrative staff, and Municipal Law Enforcement Officers.
The Manager ensures alignment with corporate strategic priorities, manages the organizational structure, training, operational procedures, budget and resources of the section. Drafting and enforce by-laws and overseeing the administration of licence issuance to multiple sectors is a key part of this function.

Responsibilities
Provide strong
leadership
by managing, coaching, motivating, and developing staff to achieve departmental goals. Brief senior officials including management and city council, as required both in writing and verbally. Proactively anticipate community issues, assess their impact, and develop comprehensive plans for resolution. Develop and implement a bi-annual business plan in alignment with organizational objectives. Create and manage the operating budget, monitoring expenses, and revenues effectively.
Conduct internal and external investigations on various concerns, ranging from resident and industry complaints to HR matters. Ensure consistent enforcement of municipal by-laws and provide
education
to stakeholders seeking information. Review license applications to confirm compliance with regulatory standards, assessing potential risks to public safety. Represent the Enforcement section at conferences, engage with external governmental agencies, and participate in external committees and License Appeal Tribunals.
Liaise with stakeholders and the public to resolve issues, address escalated complaints, and develop strategies for long-term solutions. Conduct risk assessments of applicants and develop risk management plans in coordination with internal and external partners. Resolve complex complaints and concerns, providing recommendations to the Mayor and/or Members of Council. Prepare annual work plans aligned with Service Area Business Plans, incorporating key compliance and licensing initiatives.
Represent the division in meetings and initiatives with other divisions, service providers, and government bodies. Maintain accuracy, security, and integrity of database information. Support strategic divisional and corporate initiatives as needed.
Skills and Qualifications
Must have
a minimum of 5 years of progressive experience, including at least five years of management or supervisory experience in enforcement and operational environment.
Must have
a post-secondary
education
, preferably in Public Administration, Business Administration, Law Enforcement, or related fields. Equivalent experience may be considered. Proven ability to lead
diverse
teams, emphasizing
innovation

collaboration
, transparency, and accountability. Excellent writing skills for preparing detailed business proposals and corporate reports. Extensive experience in managing licensing processes and administration, including application, issuance, renewal, and appeals. Proficiency in
financial analysis
and reporting, budget development, expenditure forecasting, and interpreting financial reports.
Strong knowledge of relevant by-laws and government legislation, with the ability to interpret complex language. Effective
