The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province’s securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada’s capital markets. The Joint Serious Offences Team (JSOT) is responsible for conducting complex and multifaceted investigations into breaches of Alberta securities laws which include allegations of fraud and misconduct in the securities markets.

JSOT is an enforcement partnership between the ASC, the RCMP Federal Policing’s Financial Integrity Program and Alberta Crown Prosecution Service. JSOT combines the ASC’s expertise in capital markets with law enforcement policing skills to investigate and prosecute serious violations of the law using provisions of the Securities Act (Alberta) and Criminal Code of Canada.

The opportunity

The opportunity Reporting to the Associate Director, Enforcement, the Manager, JSOT is responsible for leading and developing a team of investigative professionals to ensure that securities violators who commit serious offences are held accountable through quasi-criminal and criminal investigations and prosecutions.

Key Responsibilities

  • Overseeing active JSOT investigations to ensure scope, timing and resource allocation align with ASC expectations, adherence to legal requirements and Standard Operating Procedures, and all investigative activities necessary for effective prosecutions; assign files; review and provide input on all investigation plans and reports.
  • Managing operational activities of investigative staff in JSOT, including carrying out the applicable Business Plan and Strategic Plan objectives.
  • Ensuring correct procedures are adhered to by investigation staff in critical investigative tasks including the collection of evidence, note-taking, interviewing and disclosure preparation.
  • Ensuring compliance with the provincial Peace Officer Program requirements.
  • Liaising with external stakeholders such as the police and the Crown to foster a better understanding of ASC Enforcement, reciprocal information-sharing and coordinated investigative strategies.
  • Participating on external committees or working groups, delivering presentations and engaging in individual outreach.
  • Attracting, retaining and developing staff who reflect ASC values and a commitment to high quality performance aimed at protecting investors and effectively deterring offenders.

The ideal candidate

  • A university degree in a related field such as Law, Criminal Justice, Criminology, or equivalent.
  • A minimum of ten years investigative experience, at least five of which is in criminal investigations.
  • A minimum of five years leading investigations staff, with experience managing people, change and projects.
  • Experience in writing, obtaining, reviewing and executing judicial authorizations.
  • Knowledge of the principles and practices of case management, and court proceedings.
  • Knowledge of Alberta Securities Act offences, Criminal Code provisions related to securities offences and case law in high risk areas (e.g., Jarvis, Jordan, search and seizure).
  • Demonstrated strong complex problem-solving, project management, and presentation skills.

Note: The successful candidate will be required to provide a Police Information Check with results satisfactory to the ASC prior to commencement of employment.
