Manager, Lands and Resources

The Gwich’in Tribal Council (GTC), located in lnuvik, Northwest Territories, is seeking a candidate for the role of Manager, Lands and Resources.

Reporting to the Director, Lands and Resources, the Manager, Lands and Resources is responsible for managing land and resources issues, projects, and opportunities within the Gwich’in Settlement Region (GSR) in accordance with the Gwich’in Comprehensive Land Claim Agreement (GCLCA). In addition, the incumbent manages staff supervision and participates in developing the annual departmental budgets, work plans, policies, and procedures.

CORE RESPONSIBILITIES

1. Developing and implementing policies, standards, and procedures for the management of the Lands and Resources department including conducting compliance verification of permits and authorizations and attending to enforcement to the extent authorized in the GTC’s Land Management and Control Guidelines (GTC Guidelines); managing and administering the GTC Guidelines, Implementing Borrow Pit and Quarry Management Plans and managing the review and response to land use applications for Territorial or Commissioner’s Lands to ensure adherence to the appropriate environmental processes, resource conservation and the protection of Aboriginal Rights

2. Submitting funding proposals, maintaining contracts and contribution agreements, setting program and project budget and operating within them.

3. Planning, organizing, and managing day-to-day activities of the department and the applicable GCLCA Chapters through fiscal, capital, and human resource management in accordance with the laws, policies, guidelines and GTC protocol. This includes the supervision of staff and workloads, the creation of work plans and budgets, the provision of leadership and direction and the creation and maintenance of physical and electronic records management systems.

4. Developing communication and promotional strategies and materials to promote and inform on land and resources initiatives of the GTC and consult and negotiates with stakeholders to prepare specifications, explain proposals, gather information, or present reports including participation in and support for formal meetings and negotiations and committee participation related to the work of the lands and resources department to ensure the provision of quality services and coordination of services on a local, regional, territorial and federal level.

COMPETENCIES

The Key Competencies required for this position include:

A. Leadership – including the ability to research analyze and evaluate alternatives and develop recommendations, typically in a briefing memorandum format. Includes the ability to develop and impart direction and policy development both internally within the organization and to a broader audience.

B. Proposal Identification & Development – develop and maintain an understanding of the various programs and funding sources available to assist with meeting GTC’s mission and vision. Seek and advocate for funding opportunities for GTC and where required, prepare, and submit funding proposals to access this funding.

C. Fiscal Management – create and manage the Departmental budget. Oversee contribution agreements/contracts and ensure Departmental records are maintained securely and confidentially for legal, operational, and historical reference purposes.
