NOTES ON LOCATION: The successful candidate(s) will work 100% onsite in Victoria or Nanaimo, BC, with various shift patterns in Pacific Standard Time. Three (3) locations: Victoria General Hospital, Royal Jubilee Hospital, and Nanaimo Regional General Hospital. Open to qualified candidates within Canada and USA. Successful candidate(s) must be available to start within 10 days of Contract Award.

PROJECT OVERVIEW

Island Health is continuing to progress the IHealth initiative by expanding the implementation of Computerized Provider Order Entry (CPOE) in tertiary sites, activating next in Victoria General Hospital (VGH) and Royal Jubilee Hospital (RJH). With this activation is coming with some Clinical and Platform uplifts and foundational workflow and system changes to an already live site at Nanaimo Regional General Hospital (NRGH).

NRGH has been utilizing a fully electronic system since 2016 with full Cerner Applications, Clinical Documentation, CPOE, and Closed Loop Medication Management.

The NRGH Uplift includes:

New orderable and order functionality.
Minor, Moderate, and Major Changes to more than 500 electronic clinical order sets, modules, and minisets.

o These changes will result in breaking physicians modified saved favorites, and may require physicians and clinicians resaving order set favorites.

Content updates to key clinical Care Plans (IPOCs) to support organizational strategic initiatives.
And Uplifts to the following:

o Pharmacy

– Continuous Infusion Builds

– Synonym build and clean up

– Dose range checking

– Compounds and Suspensions

– Weight based dose orders for antibiotic ordering

– Standard Diluents

o Medical imaging Uplift

– Updates and modifications to Medical Imaging Order OEFs

– New PowerForms to support electronic documentation (e.g. Electronic MRI Screener PowerForm)

o Laboratory Uplift

– Foundational changes to all lab order OEFs

– Redesign of Nurse Collect and Lab Collect processes, workflows, and system functionality

– Redesign recurring order workflows and functionality.

– Providing greater visibility and closed loop communication processes for cancel reasons.

– Lab Technology workflows changing to real time processes.

– Creating a new workflow of “Lab Test Add On Process”

o Surgical Services Uplift for Perioperative and Inpatient Surgery

– Optimizations to Surginet Segments within the OR

– Changes to rules on Hard Stop Rules preventing ordering

o Renal Uplift

– Dialysis Optimizations

PD/Hemodialysis ordering and documentation workflows (Inpatient)

– Inpatient Quick Orders

o Renal Ambulatory

– Scheduling, Registration, Referral Management

– Clinical Documentation

BACKGROUND

IHealth is a client-focused transformation within Island Health. It is all about client-centered care:

Supporting quality, safe patient care
Creating consistency across sites and systems
Helping to decrease the risk of medication-related errors

IHealth is a transformative approach to health and care within Island Health and our community. One way we are achieving this is by using a technology called the Electronic Health Record (EHR).

The EHR, developed in partnership with Oracle Cerner, is a recording and reporting tool, enabling electronic health documentation, communication, scheduling, ordering and standardization, and decision-making.

A singular, fully electronic health record empowers staff, physicians and clients to be better informed, with increased efficiency and accuracy. Island Health’s primary goal in introducing the IHealth initiative is to improve the health of island residents through personalized, integrated care.

SCOPE / DESCRIPTION OF SERVICES

RJH and VGH are going live with full CPOE, although has been live with Pathnet for approximately 20 years. A significant uplift to Lab Cerner workflows build and design is occurring.

Laboratory Supports to assist the IHealth project in:

Developing Lab Training material content and procedures for:

o Develop lab training content.

Deliver system and workflow training.
Provide at the elbow support for NRGH Laboratory department in new workflows and systems.
Participate in orientation to familiarize yourself with the IHealth Cerner Build, as well as sites laboratory department, and the practice standards being impacted.
At the elbow support will follow either a 4X12 hour rotation or a 5X8 hour shift pattern with the possibility of additional shifts if required to support go live with 24/7 supports.
Shift patterns may require the resource to work shifts overnight and/or fall over a weekend.
The elbow support will take part in specifically designated familiarization session to become familiar with the IHealth build.
It is assumed that the elbow supports individual will be eligible for work in British Columbia and if living in the USA, will have obtained appropriate work permits/visa.
It is assumed that the elbow support individual can provide proof of full vaccination against COVID-19.

Consultant must comply with the Order of the Provincial Health Officer in relation to Hospital and Community (Health Care and Other Services) COVID-19 Vaccination Status Information and Preventative Measures, as may be amended, which requires all staff members working in a care location to be vaccinated against COVID-19. The proposed Consultant will maintain sufficient and appropriate documentation to support its compliance, and will make such documentation available to Island Health if requested.

QUALIFICATIONS

Must be able to complete 8-12 hour shifts to meet operational demands and gaps – with providing activation support
Significant prior Cerner Knowledge in a BC Health Care environment
Laboratory Technician or clinical Qualification Required, Preference for those who have worked in British Columbia Prior.
Laboratory Education/Experience in the following fields is preferred:

Significant Cerner Knowledge in a BC Health Care environment: 1 year (required)
