POSITION DESCRIPTION

The General Manager reports directly to the Board of Directors and is responsible for the overall administration of CFDC affairs. The General Manager is responsible for the supervision of staff on a day-to-day basis, for the delivery of all programs, acting as the agency’s liaison between the various relevant regional, provincial, and national Government bodies.

The General Manager is responsible for both the broad roles of Community Futures and in promoting Community Economic Development (CED) in the communityarea. The General Manager ensures the operational plan and budget are completed and in place consistent with the parameters of the Results and Priorities and Executive Limitations as set forth by the Board Policies.

Key Responsibilities:

1. Strategic and Operational Planning

Facilitate strategic planning activities with the Board of Directors resulting in effective strategic plans to address CED concerns, implementing and monitoring action plans from the planning strategy, participating and/or facilitating a local planning process within the CF region as appropriate.
Assisting the board in formulating policies and programs consistent with strategic plans developed.
Ensuring that the approved policies and procedures are carried out consistently and in an efficient and cost-effective manner.
Facilitate regular review of strategic plans and targets and communicate operational objectives to all employees.
Implement policy and programs as approved by the Board and as described in the strategic plan, program agreements and policy statements.
Develop and implement administrative procedures and processes for the organization.
Prepare annual renewal applications for Board approval.
Negotiate all ongoing requirements with the funding bodies.

2. Board of Directors

Arranging and reporting to board meetings; keeping the directors apprised of CFDC activities.
Facilitating sound planning and governance consistent with CFDCNC policy.
Carrying out other duties as assigned by the Board.

3. Project Development

Identifying needs for research, labour market, CED and business development issues.
Identifying obstacles to effective CED and proposing means of alleviating same investigating and securing alternative sources of funding for the CFDC.
Liaison with employment, education, and financial agencies in the community to keep informed on economic conditions and opportunities, and to maintain a referral network.
Prepare project RFPs and explore concepts of new programs.
Assisting and to be a liaison with other community, regional, and national organizations involved in community development.
Planning and implementation of CFDNC’s Projects Fund.
Providing Technical Assistance related to CED projects consistent with CFDNC’s strategic priorities and Projects Fund applications .

4. Financial and Performance Management

Implement financial policies and processes in accordance with generally accepted accounting practices and initiate corrective action as required.
Develop and monitor an annual budget for CFDCNC including the projected distribution of funds to the different programs for expenses, operating cost and capital expenditures.
Conduct regular reviews of the organization’s performance against the objectives of the Board, monitor financial performance to ensure adherence to established budgets, and provide regular reporting to the Board.
Provide financial records and develop financial reports for review by the Board.
Reviewing, authorizing and monitoring of all expenditures.

5. Human Resource Management

Develop and monitor performance objectives and plans for employees and consultants ensuring compliance with Board policy and Operations Plan.
Develop and implement Board approved Human Resource policies including recruitment, compensation, employee relations, career management, performance management and organizational planning.
Support, coach and encourage all staff, develop, and maintain open communication and a shared teamwork approach to the completion of all assignments within the organization.
Overseeing and approving staff professional development opportunities.

6. Professional Liaison, Marketing and Public Relations

Represent the Board of Directors and act as an ambassador by developing and managing effective relationships with government officers and representatives of municipal jurisdictions, funding bodies, community agencies, educational organizations, partners and collaborators.
Represent CFDCNC on local, regional and provincial committees as required to further the objectives of the organization.
Promote CFDCNC, its goals and objectives to the public and other stakeholders.
Develop a strategic marketing plan for the organization and monitor its continued implementation.
Act as a spokesperson for the organization, when designated, ensuring its position and vision as defined by the Board of Directors are effectively communicated and its profile enhanced.

7. Loan Administration

Establish and monitor the implementation of an effective, efficient and financially compliant loans process.
Reviewing and approving loan applications consistent with lending criteria.
Overseeing effective loans administration .
Viability and technical assessment for loan applications.
Fielding complaints and requests for appeals.
Monitoring and approving effective follow-up on collection of loans.

APPLICANT QUALIFICATIONS AND COMPETENCIES:

The CFNC General Manager position is a diverse multi-faceted position that requires a wide range of skills. Accordingly, Community Futures does not expect that applicants will necessarily possess all of the qualifications and experience that define our “ideal applicant”. Our focus in hiring will be to identify candidates with a strong mix of education and/or experience along with the attitudes and aptitudes that will support the development of an excellent General Manager.

The ideal applicant will have certification and/or experience in the following areas:

Education:

· A Masters in Business Administration or equivalent mix of experience and education.

Experience:

· Commercial lending.

· Board management experience.

· Successfully owned and/or managed a business.

· Business counseling/coaching.

Computer Skills:

· Proficiency with Microsoft Excel and Word is required.

Personal characteristics:

Job Type: Full-time

Salary: $70,000.00-$90,000.00 per year
