Under the general direction of the Assistant Controller, the Financial Analyst is responsible for planning, coordinating, and delivering all financial requirements related to their assigned divisions within the Public Works Department. The Financial Analyst is the financial subject matter expert for their assigned divisions and must possess a considerable depth of knowledge on division specific operational processes and provide relevant financial support to operating areas related to these processes for management decision making and financial reporting purposes.
The role involves the handling of politically sensitive and/or confidential information in the preparation of financial reports related to both political and senior departmental management requests that must be completed under tight and often competing deadlines.
As the Financial Analyst, your duties will include:
- Administrative Reports and Over-Expenditures
- Other Reporting / Divisional Support
- Divisional accounting including year-end financial reporting
- Responsible for leading and coordinating the operating budget process for assigned divisions
- Quarterly Financial Forecast
Providing coaching / leadership / supervision to Accounting Technicians
Your education and qualifications include:
- Professional accounting designation in good standing is required.
- Bachelor’s degree in commerce or equivalent combination of education, training, and experience.
- Four (4) years of progressive experience including preparation of financial documents, reviewing financial reports, preparing complex financial summaries for management decision making or other similar reporting, understanding of internal control evaluation and/or implementation
- Experience analyzing and preparing financial forecasts, budgets, and financial statements
- Experience with preparing and providing variance explanations on monthly or annual yearend financial statements.
- Ability to prepare, analyze, and interpret complex financial and statistical reports
- Ability to work with minimal supervision and exercise strong problem solving and decision making.
- Knowledge of generally accepted accounting policies and other reporting practices applicable to municipal governments and in general, other reporting entities.
- Knowledge of collective agreements.
- Effective verbal communication skills with the ability to adapt communication to various audiences.
- Strong written communication skills with the ability to prepare financial documents and reports.
- Ability to plan, organize and prioritize workload and the workload of employees.
- Knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures applicable to the area of work.
- Ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public.
