Position Title: Emergency Dispatcher

Department: Investigations and Emergency Response (IER)

Reports to: Director, Investigations and Emergency Response

Classification: Union

Rate: $18.31/hr – $24.57/hr

Hours: 40 hours/week; Monday to Friday 8am – 4pm

Position Summary:

The IER Emergency Dispatcher (ED) is required to monitor and respond to all incoming calls on the

WHS Animal Emergency Line. Every call requires accurate documentation using the WHS computer

database detailing all pertinent information obtained regarding animal emergency situations.

Communication in this role is key. After collecting and recording information for each call, the ED

will, in a timely and organized manner, relay the call particulars to the on-duty Emergency

Responders/Animal Protection Officers. Additionally, the ED will monitor the voicemail of the

Investigations and Emergency Response Department which includes the Provincial Animal Care Line

and provide appropriate notification to Agencies outside of WHS with information that may come to

IER via our intake system.

The Emergency Dispatcher must be prepared to deal with calls that are stressful and information

that can be disturbing. An Emergency Dispatcher with WHS will share a passion for service to

animals, people and our community with our guests serving as an inspiration by providing exemplary

communication skills and engaging with the public and colleagues in a professional, thoughtful, and

courteous manner at all times.

Duties and Responsibilities:

General awareness of the policies of Manitoba’s Animal Welfare Program as well as
possessing a general understanding of the Animal Care Act of Manitoba (The Act) and the

applicable Regulations.

Knowledge of WHS programs and services.
Answer all incoming external/internals phone calls while on shift, recording all pertinent

information in WHS Shelter Buddy System while triaging severity of calls to APOs and ERs to

be handled in the most appropriate and expeditious order.

Retrieve phone messages concerning animal welfare, investigations and return calls to
determine what types of action needs to be taken.
Assist with filing completed case work and calls to maintain an orderly workspace.
Assist APOs and ERs with processing of Animals arriving at WHS when sufficient IER Staff are

not available including processing animals and entering all information regarding each

animal into the computer database.

Assist in checking lost and found registry to help match stray animals with their owners.
Vaccinate, microchip, and deworm animals prior to assigning to cage in shelter as directed

by an APO or ER.

Prepare accurate and timely reports, both written and oral, to account for time while on duty
in Winnipeg Humane Society required format. All written/recorded documentation is

admissible in legal proceedings.

Be prepared to act as a liaison with other agencies over the phone to address animal welfare
concerns.
Maintain confidentiality at all times.
Assist with other WHS departments, specifically providing shelter medications or feeding,

when weather or other emergency conditions prevent key staff from getting to WHS.

Assist with the daily operation of the IER Department ensuring files and transmissions are
complete and accurate, offering guidance in a cooperative manner to colleagues where

deficiencies are noted.

Other duties as assigned.

of the shelter environment.

Accountability:

Reports directly to the Manager IER, and in their absence, the Director of IER.

Abilities, Skills & Knowledge:

Demonstrated interpersonal skills and ability to work co-operatively as a team player.
Knowledge of programs and services of WHS
Excellent written and verbal communication skills.
Fluency in languages in addition to English is an asset.
Demonstrated critical thinking, conflict resolution and de-escalation skills.
Demonstrated computer literacy (Microsoft Office) and ability to utilize shelter

management software.

Must be able to manage high stress and emotionally challenging situations daily.
Outgoing, respectful of others and willing to work in a Team environment.
A desire to advocate on behalf of animals while acting in philosophical harmony with the

mission and strategic direction of the Winnipeg Humane Society

Education, Training & Experience

Minimum Grade 12 education or equivalent
Ability to obtain a clear Criminal Record Check and Child Abuse Registry Check
An equivalent combination of education and experience may be considered.
Knowledge of canine and feline health care and behaviour issues is preferred.
Knowledge of animal breed traits and characteristics is an asset.
Demonstrated ability to work in a fast-paced, stressful, and often emotional environment,

while completing assigned tasks in a professional and timely manner.

Demonstrated ability to handle animals of unknown history weighing upwards of 50kg.
One year (+) Customer Service experience

Authority

Authority to perform all assigned duties and responsibilities within established policies and

procedures.
