Defence Construction Canada (DCC) is a Crown corporation responsible for delivering infrastructure and environmental projects in support of Canada’s national defence. DCC provides full-service construction, engineering, project management, and professional advisory services to the Department of National Defence, the Canadian Armed Forces, and other federal partners across Canada.
The Opportunity
As part of DCC’s continued growth and expansion, a new senior leadership position has been created for a Director, Strategic Planning and Corporate Development. This role offers a unique opportunity to help shape the future direction of a national organization operating in a complex, high impact environment.
Reporting to the Chief Executive Officer (CEO), the Director serves as a trusted strategic advisor to the CEO, Executive Management, and Senior Management Team. The position sits at the intersection of corporate strategy, enterprise planning, performance management, and corporate development, and plays a central role in aligning long term strategy with operational execution and government priorities.
This is a highly visible role with broad enterprise influence, ideal for a strategic leader motivated by building structure, driving alignment, and advancing innovation within a growing organization.
Key Responsibilities
Corporate Strategy and Enterprise Planning
- Support the Board and Executives in advancing DCC’s strategy and strategic planning framework.
- Lead the development, integration, and execution of DCC’s enterprise strategic planning framework, including long term visioning, five year corporate plans, annual business planning, and ongoing strategy evaluation.
- Facilitate enterprise wide, cross functional planning processes that align service lines, regions, and corporate functions around shared priorities, alignment and outcomes.
- Synthesize diverse strategies into a clear, actionable corporate roadmap that supports organizational growth, performance, and accountability.
- Guide the development of statutory and corporate planning and reporting documents, including supporting the Corporate Plan and Annual Report.
- Design and apply strategic planning tools and performance frameworks (e.g., environmental scans, KPIs, dashboards, benchmarking) that support evidence-based decision making.
- Provide strategic advice to senior leadership on emerging trends, risks, opportunities, and external forces impacting the organization.
Corporate Development and Strategic Initiatives
- Identify, assess, and advance strategic partnerships, corporate opportunities, and innovation initiatives aligned with DCC’s mandate and capabilities.
- Lead or support enterprise wide strategic initiatives and special projects on behalf of the CEO and Executive Management, ensuring alignment with approved priorities.
- Act as a liaison between initiative sponsors, project teams, and senior leadership to ensure visibility, coordination, and results.
- Conduct structured analyses and benchmarking of comparable organizations and sectors to inform strategic and corporate development decisions.
- Contribute to enterprise risk management integrating risk into planning and decision-making processes.
Leadership and Organizational Alignment
- Provide leadership, coaching, and mentorship to direct and indirect reports, fostering a high performing, inclusive, and collaborative work environment.
- Oversee workforce planning, performance management, and professional development within the function.
- Collaborate closely with executive and senior leaders to embed strategy into operations and service delivery and support organizational change.
- Promote organizational values and ethical leadership, serving as a role model for professionalism, accountability, and innovation.
Stakeholder Engagement
- Build and maintain strong working relationships across the organization and with key external stakeholders, including government partners, research bodies, and strategic collaborators.
- Represent DCC as a credible and trusted strategic partner in internal and external forums.
- Provide expert strategic advice and facilitation to senior leaders on planning, performance, and enterprise initiatives.
Education, Experience, And Qualifications
- Graduate degree in Business Administration, Public Policy, or a related discipline (MBA or equivalent preferred).
- Significant progressive experience in strategic planning, corporate strategy, or corporate development, including senior level experience in complex, multistakeholder environments.
- Demonstrated ability to shape strategy, influence decision making, and lead enterprise wide initiatives.
- Strong analytical, written, interpersonal, and leadership skills, with experience managing cross functional teams and complex initiatives.
- Solid understanding of strategic planning and business evaluation in the public sector, Crown corporations, or comparable governance environments.
- Advanced business acumen.

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada. As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.
DCC is responsible for the Personnel Security Clearance process . Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC. Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause.
