Role Description
The Development Manager leads real estate projects from early feasibility through design,
municipal approvals, and pre-construction. This role manages planning, consultant teams,
technical coordination, and entitlement strategy to ensure projects advance eDiciently and meet
design, financial, and regulatory expectations. The ideal candidate brings strong development
knowledge, excellent coordination skills, and the ability to navigate complex urban planning and
approval environments.
Responsibilities
- Manage projects from feasibility through design, rezoning, site plan approval, preconstruction readiness, permitting and occupancy
- Lead municipal approvals processes (OPA, ZBA, SPA, Minor Variance), ensuring alignment with planning policy and regulatory requirements
- Maintain development schedules, critical paths, and entitlement milestones; prepare updates for internal stakeholders
- Attend municipal meetings, public consultations, and stakeholder sessions; support presentation materials and briefing notes
- Direct and coordinate architects, engineers, planners, environmental consultants, and other partners
- Lead RFP processes, evaluate proposals, negotiate fees, and onboard consultants
- Collaborate with internal teams—including construction, marketing, and finance—to ensure cross-department alignment
- Review drawings, reports, and technical submissions for consistency, quality, and regulatory compliance
- Support design development with input on feasibility, constructability, and cost-effective solutions
- Conduct site due diligence, zoning reviews, market research, and early-stage feasibility assessments
- Support pro forma development, budgeting, and project forecasting with the finance team
- Review consultant invoices, progress summaries, and budget variances to ensure alignment with approved plans
- Provide mentorship to junior development staff
- Support marketing, sales readiness, and community engagement initiatives as projects approach launch
Qualifications
- Bachelor’s degree in Real Estate, Urban Planning, Architecture, Engineering, Business, or a related field
- 4+ years of progressive experience in real estate development, urban planning, or pre-construction coordination
- Experience managing mid-rise or high-rise projects through municipal approvals and entitlement processes
- Strong ability to interpret and comment on drawings, technical reports, and planning documents
- Knowledge of zoning by-laws, planning policy, and municipal approvals (OPA, ZBA, SPA, CoA)
- Proficiency in financial analysis, feasibility modeling, and budgeting fundamentals
- Strong coordination, communication, and consultant management skills
- Proficiency and familiarity with Excel, MS Project, CAD, Revit, and Bluebeam or Adobe is required
