About The Role
Our client is looking for an Intermediate Data Analytical Specialist / Scientist to support enterprise and ministry-specific analytics initiatives. This role focuses on developing high-quality Business Intelligence (BI) solutions using Microsoft Power BI, supporting evidence-based decision-making and delivering actionable insights across public sector programs.
The successful candidate will work closely with business stakeholders, data architects, ETL developers, and technical teams to translate business needs into scalable analytics and reporting solutions, while ensuring compliance with GO-ITS standards and established technology frameworks.
Key Responsibilities
- Lead the development and delivery of functional and ministry-specific analytics solutions
- Design, build, and maintain interactive Power BI dashboards, scorecards, and KPI reports
- Translate business requirements into clear, effective BI and reporting solutions
- Develop and manage end-to-end analytics initiatives, from data sourcing to final reporting
- Build and maintain robust data models (fact/dimension tables, star schemas)
- Perform data cleansing, validation, and quality management across large datasets
- Develop statistical models and apply advanced analytics to identify trends, risks, and opportunities
- Collaborate with Data Architects, ETL/SSIS developers, and stakeholders on complex data solutions
- Support ETL and SSIS development activities where required
- Communicate complex analytical findings through clear visualizations and storytelling
- Provide expert guidance on transforming analytics into actionable insights
- Participate in documentation, testing, deployment, and end-user training
- Ensure all deliverables are properly documented and stored in SharePoint and Azure DevOps
- Complete structured knowledge transfer to designated technical staff prior to contract completion
Must-Have Qualifications & Skills
- Advanced expertise in Power BI dashboard and report development
- Strong proficiency in SQL for data extraction, transformation, and analysis
- Deep knowledge of DAX and Power Query (M)
- Strong experience in data modeling (fact/dimension tables, star schema)
- Hands-on experience with ETL processes and data integration
- Experience working with large datasets and data warehouses
- Knowledge of Power BI Service, report publishing, workspace management, and security
- Understanding of Row-Level Security (RLS) and data governance practices
- Strong data visualization and storytelling capabilities
- Experience documenting KPIs, data definitions, and reporting processes
- Excellent analytical, problem-solving, and decision-making skills
- Ability to identify trends, patterns, risks, and opportunities through data analysis
- Strong stakeholder communication and presentation skills
- Ability to communicate effectively with both technical and non-technical audiences
- Proven ability to gather requirements and manage client expectations
- Strong collaboration and consulting skills
Nice-to-Have Qualifications
- Prior OPS or broader public sector experience
- Experience developing solutions aligned with GO-ITS standards
- Exposure to cloud analytics platforms and modern data ecosystems
- Experience with Python, R, R Shiny, or advanced analytics techniques
- Familiarity with Azure Data Factory, SSIS, SSAS, or SSRS
