Insight Global is looking for a Contract and Procurement Specialist to join our client in the community and affordable housing space. This role serves as a senior individual contributor responsible for leading competitive procurement processes for construction and capital projects from strategy through contract award. The specialist partners closely with Capital Project Managers and Assistant Project Managers to determine the appropriate sourcing approach (RFP, RFQ, ITQ, or justified sole source), develop bid packages, and ensure procurements are fair, compliant, and defensible. Day to day, this person drafts scopes of work, evaluation criteria, and bidder instructions; coordinates cross-functional reviews with Legal, Finance, Risk, and other stakeholders; facilitates evaluation meetings; and prepares award recommendations and approval documentation. The role focuses on procurement execution and contract formation, with contracts handed off to project teams for day-to-day management post-award. Approximately 60% of the role is procurement-focused and 40% supports contract oversight and governance, particularly for capital builds, redevelopments, and upgrades.
Must Haves
– 4+ years of progressive procurement experience in a public sector, broader public sector, or regulated environment
– Demonstrated experience leading end-to-end RFx processes (RFP, RFQ, ITQ, sole source justifications) with medium to high complexity
– Construction and capital project procurement experience (new builds, redevelopments, or major upgrades)
– Strong understanding of public procurement rules, audit requirements, and defensible sourcing practices
– Experience developing procurement strategies, sourcing plans, and evaluation frameworks (not just issuing POs)
– Ability to partner effectively with Project Managers, Legal, Finance, and Risk on approvals and governance
– Solid understanding of construction delivery models (e.g., design-bid-build, CM) and contract fundamentals
– Proficiency with Microsoft Word, Excel, and PowerPoint (RFx drafting, bid evaluations, scoring models, approvals)
– Experience working with ERP or procurement systems for record keeping and audit traceability (e.g., Yardi or similar)
Plusses
– Professional procurement designation such as SCMP, MCIPS, or NISCL
– Experience supporting capital infrastructure or housing-related projects
– Exposure to Indigenous participation frameworks or supplier inclusion strategies
– Experience using public-sector procurement platforms such as SAP Ariba, Jaggaer, Bonfire, or Biddingo
– Familiarity with SharePoint or similar tools for controlled evaluation documentation
– Prior experience in environments with unionized workforces or formal governance structures
