The District of West Vancouver IT Services (ITS) Department is looking for a Permanent Full-time Business Systems Analyst (BSA) to join our progressive team. This is an exciting opportunity for the right candidate to join the District’s IT team on their journey to demonstrate technology, leadership, and innovation. Reporting to the ITS Manager, Application and Web Services, the BSA is responsible for assessing business requirements, recommending solutions, and providing web and enterprise application support, and integration services for the District’s core municipal business. This position may require working remotely.

The BSA Key Accountabilities Include

  • Act as a project manager in the development, re-engineering, and implementation of new and approved web and enterprise applications; collaborate with cross-functional teams to translate business needs into system requirements;
  • Act as a liaison between departments and vendors, review business system specifications, system interfaces, evaluate business requests, and identify technology solutions to recommend while leveraging existing business applications and systems;
  • Identify, develop, and support cross-functional business system integrations to enable a cohesive ecosystem of information systems;
  • Provide ongoing application support and maintenance for business-critical applications, conduct deep-dive investigations into incidents and problems to discover the root-cause, and suggest opportunities to improve; assign, or revoke user security and system privileges as required; establish data backup and recovery procedures;
  • Perform business, system, and data analysis to create requirements, system design proposals, cost analysis, system models, specifications, diagrams, charts, and support documentation; and
  • May supervise the work of a small number of staff engaged in technical support and maintenance.

The preferred candidate will possess: thorough knowledge and experience of business and system analysis; operational experience with SharePoint Online, Power Platform, as well as building and maintaining Power Apps and Flows. Experience and competence in open-source platforms is a must, including Linux (i.e. Ubuntu), Ansible and Drupal CMS. The candidate must be well versed in web and business technologies with a focus on modern business platforms, leverage cloud, and SaaS architecture.

The preferred candidate will be well versed in middleware and ETL integration tools like SSIS or FME, along with M365, Azure, and Microsoft cloud technology stack.

The successful candidate has completed: a Bachelor's degree in Computer Sciences or Business, with considerable related experience in an integrated IT environment or an equivalent combination of training and experience. The successful candidate will hold a valid BC Driver’s License and is required to supply a Police Information Check and a copy of their credentials.
