Our Client is seeking a Senior Business Analyst to support the ONE ID Modernization Initiative a large-scale transformation of Ontario s provider identity, authentication and access ecosystem.
Key Responsibilities
Analyze and decompose complex workflows, integrations, business rules, triggers, exceptions and data requirements
Develop detailed, testable user stories and acceptance criteria using BDD/Gherkin, scenario-based or rule-based formats
Identify requirements gaps, inconsistencies and dependencies across high-volume user stories
Define data requirements and map them to a unified data dictionary
Maintain traceability between business requirements, acceptance criteria and solution designs
Facilitate requirements clarification and consensus-building sessions
Support backlog refinement, sprint ceremonies and Definition of Ready/Done
Collaborate with product owners, architects, testers, solution integrators and vendor teams
Ensure requirements align with architecture, privacy, security and interoperability standards
Support QA by ensuring test plans and test cases align with approved requirements
Prepare documentation and materials for governance and vendor discussions
Mandatory Qualifications
7+ years of Business Analysis experience
3+ years in a senior BA role supporting large-scale digital or identity-related programs
Proven experience with IAM, digital identity, authentication, authorization or interoperability solutions
Strong experience developing user stories and testable acceptance criteria for complex workflows and system integrations
Experience developing and managing detailed data requirements for complex integrations and IAM solutions
Hands-on experience with Azure DevOps for work-item management, backlog refinement and requirements traceability
Strong understanding of Agile delivery, INVEST-compliant user stories, Definition of Ready and Definition of Done
Ability to independently analyze, clarify, decompose and document complex functional requirements
Experience working in multi-stakeholder environments
Preferred Qualifications
Exceptional written communication and requirements-documentation skills
Knowledge of OIDC, OAuth 2.0, SAML or NIST 800-63
Experience within digital health, health information management or provider-data environments
Familiarity with public-sector governance, privacy and cybersecurity requirements
Proficiency with Confluence, Miro, Lucidchart, Visio and Excel
Experience collaborating with solution integrators and large vendor teams
Canadian public-sector experience is an asset
