The Early Childhood Educator Registry (Registry) is the legislated authority responsible for the certification of Early Childhood Educators (ECE) and ECE Assistants, the investigation of complaints regarding the competence and conduct of ECEs and ECE Assistants and the assessment and recommended approval of post-secondary early childhood education programs in British Columbia (BC).

As subject matter expert, the Certification Specialist leads and provides expert guidance to a team of Certification Analysts and/or Assessors responsible for assessing applications for certification received primarily from individuals who completed their early childhood education outside of British Columbia (e.g. out-of-province and international) or from an un-recognized ECE program. The  Certification Analysts and Assessors  assess an applicant’s suitability to practice as an ECE and/or ECE Assistant in BC. The Certification Specialist interprets and applies legislation, regulations, policy and the principles of administrative law, and has  an in-depth knowledge of the BC Child Care Sector Occupational Competencies.

The Certification Specialist is also responsible for making decisions, on behalf of the Director, regarding the issuance of certification and supporting the Manager and Director in their statutory decision-making roles by providing recommendations regarding courses of action to be taken such as the denial of an application for certification and/or the attachment of terms and conditions. The Certification Specialist ensures that legislative timelines are tracked and met.  The decisions the Certification Specialist makes on files may be subject to a high level of public interest, scrutiny and may have serious impact on the economic and professional position of the individuals involved.

Job Requirements:

Certificate in Early Childhood Education or related field plus a minimum of 2 years *recent (within the last 5 years) related experience. An equivalent combination of education and experience may be considered.

*Recent, related experience must include each of the following:

Interpreting and applying legislation, regulations and/or policies.

Handling client inquiries with tact, diplomacy and sound judgement by telephone, email and in person.

Working in the early care and learning sector.

Supervising, leading and mentoring staff.

Research and file management.

Preference may be given to applicants with:

A Diploma or higher in Early Childhood Education.

Valid Early Childhood Educator certification in BC (or eligibility to hold).

Experience working in a role responsible for assessing an individual’s suitability to work with children.

Experience in national and international transcript and credential evaluation.

Experience in fraudulent documents detection.

Testifying and/or providing technical expertise at arbitrations, appeals and administrative tribunals.

Supervisory experience in professional regulation and/or regulatory client service environments.

Reviewing and implementing of post-secondary competency-based curriculum.
